Just a quick sense check so when x foils are closed you can do a white boost action. That's just another action to choose from during movement and doesn't grant you two actions right?

Correct, its just another option on the Action Bar

it's just another action on your action bar, right. it grants you a linked action that you can choose during your normal perform action step as well, though.
there is no such thing as a free action in x-wing 2.0. you still need the means to perform an action. s-foils is just gives you boost or focus linked into red boost as an available actions.

And the reverse: A T-70 can spend a charge on a BB droid to barrel roll before a blue move, whether or not the S-Foils are open or closed. When an effect instructs you to perform a specific action, you will, even if you don't have the action on your bar.

That's what I thought too. I had a guy at a tourney yesterday tell me I could only barrel roll with the T70 with the foils closed. I had BB-8 equipped too.
