No, almost assuredly not. It is conceivable if there was some sort of major shift in this LCG away from the other two, or a major shift in the market, but barring those two unlikely occurrences, expect six playable races and no more. All other races will be represented in a neutral format (if at all).

I'm interested though in how they would go about making more playable races if they decided to go that route. Maybe if LCG became the new vogue and this game was selling massive numbers they would double the production schedule and put out BP every couple of weaks one for Order one for Destruction and therefor could support an additional six races... but you can see how that would require a massive player base.
