No. System Phase effects are done in order of ascending initiative.

TBH, I'd rather have Hate and FCS for efficiency. Or even just one of them

Switched out Echo for Duchess, as much as I love my Phantoms every time I fly Vader I have to have Afterburners FTW. Love the theme! Had to keep this on my builder titled "Twilight Squadron"
