RR give this little tidbit: "Although rare, it is possible for a ship to move in such a way that it is at range 0 of another ship (in physical contact with it) without having overlapped it."
Initially seems pretty straight forward, but as more situation arise, seems a bit more complicated.
Here are some scenarios (feel free to add more):
- Doing a 90/180 rotate (e.g. u-wing) with a another ship at range 0
- Moving straight while a ship is touching the side of your base

A move in which "just touching" is a obvious based on selected maneuvers
- e.g. both ships are touching and have exact same orientation (as far as the players can tell) and do same speed straight maneuver (or +/- 1 speed if small/large)
- there are rare other cases like Nien Slam Double 4K

A ships lands and didn't appear to bump but does appear to be physically touching but #3 was not the case
Here is how I would call these:
(note that I use uppercase Overlap/Overlapping as FFG does to mean "an overlap would have occurred" whereas lowercase means physically on top)
1-2 Doesn't Overlap but remains range 0, even if the move was accidentally executed imperfectly
3. Leaning toward Not Overlapping because they should land perfectly adjacent and not overlapped like before the maneuver (two ships cannot legally ever be physically overlapped)
4 Overlapping if its clear they are touching. Its impossible to create a perfectly adjacent touch as is the case in #3. I would check for touching by tilting the ship, if i felt or saw any evidence of actual contact I'd say Overlapped
