Just went to build a Y-Wing list in the Official App and in Launch Bay Next. Neither would all me to add a Dorsal Turret to a Y-Wing. Is this a bug or am I missing a change?

Check your format. Dorsal isn't in hyperspace.
If you're building for Hyperspace, the Dorsal Turret upgrade isn't in Hyperspace.

The Millennium Falcon is the most iconic ship in Star Wars, they wouldn’t just leave it out.

I’m happy it’s in there and I agree that it should be. However, if they are going to go by the rule that only products released in 2.0 are available in Hyperspace then they should have released the Falcon in 2.0 by now instead of allowing SOME parts of the Conversion Kits. And if you’re going to allow SOME parts of the Conversion Kit then why not a simple generic Dorsal Turret?
The Falcon and the striker are in hyperspace to round out the Rebel and Imperial factions and bring them closer to Scum and the Sequel Factions in options. In the process, FFG also brought in a couple of cards that serve as placeholders for the upgrade cards that would be in a Rebel Falcon Expansion.
My peev is that we only got half the U-wing pilots.
Maybe they re-release it and this time they include K2SO!
It’s not in Hyperspace because FFG didn’t put it in Hyperspace.

Because the devs want to teach us a little lesson:
Ion turrets .
Turrets right now even in extended are a limited in options. But with two factions still out of the picture it is expected for many of the upgrade selection to feel rather incomplete. As for Hyperspace, well it is a binary set up, you either have it, or you don't.

IMHO, Ion weapons are underrated in general, but Ion Cannon Turret in particular. Going from 2 to 3 dice for only 2 points, even with the Ion conversion, seems like it'll almost always be better. If you never get more than that one damage? Then dorsal was probably doing zero damage, since it wasn't rolling as many dice. Meanwhile, if you do get the ion tokens, forcing Ion moves is still handy.
Now, there are going to be cases where Dorsal is better just because it's cheaper. A Y-Wing with Veteran Turret Gunner is 39 or 41 points, depending on turret, and that's the difference between running 4 or 5 ships.

In a tournament most likely no, they are completely different ships as defined by the rules (different names and dials), though you might get lucky and the TO would only require the correct cardboard, pilot cards and dials for the faction you playing. In a casual game it'd be up to those playing if it's cool.

Technically, no. But so long as you have the right cards, dials, and base tokens, any TO who doesn't let you play with whichever model is a ****.

They are not underrated neither are Ion Tokens, but due to FFG's decisions on the mechanics they are sort of in a way theme breaking. As you pointed out, they are mainly used as a firepower boost that helps you get that hit and thus 1 damage through. However as far as delivering ion damage aka giving out Ion tokens they do a terrible job at it. In a way the Ion Turrets act closer to the TLT from 1st edition than the Ion Turret from 1st edition, if the TLT was reballanced for a meta that didn't include token stacking arc-dodging Soontirs.

I've seen plenty of people use different models, and I have played a very small amount of tournaments. Nobody cared as the cards and dial were correct. If entering a tournament just contact the TO in advance to make sure it is OK.
