The following question:

Any Phase: Kneel 3 influence to choose 3 characters. ....

Do I have to choose three or can I only choose two to apply the effect.

You must choose 3. If there are not 3 different characters to choose, you cannot play the event.

If you could choose fewer than 3 characters, it would say "Kneel 3 influence to choose up to 3 characters."

Note also that you are not given an option to kneel less than 3 influence when paying the cost, either. So don't be tempted so say "if I kneel 2 influence, I can choose 2 characters, right?" The 3 influence for cost and the 3 characters for targets are not directly related to each other - or variable.

but in the case of "Scorpion Underfoot" you can choose three character let's say with 3 Military icons only, so that only one would loose a Mil icon? In other words do those three chosen character have to have 3 different icons?

You choose three characters with any combination of icons from all of them to none. The event only specifies and requires that you choose 3 characters. Whether or not they actually lose icons they currently have depends on what characters you have chosen and which icon you decide each character will lose.

Keep in mind that the characters chosen still lose the specified icon until the end of the phase, even if they don't have the printed icon to lose. For example, if you choose a Lannisport Weaponsmith to lose an INT icon, nothing practical seems to happen - until then next effect tries to have him gain an INT icon. The two effects will cancel out even though the "loses" was applied before the "gains."
