I have some question about timing for using these 2 cards.
If I use Inspiration to target my Witch of the eye, can I use reap ability to return that Inspiration to my hand?

No. Inspiration will not go to the discard pile until after Witch of the Eye has been used.
Order should be Play Inspiration>Inspiration is in "play">Use Play: ability of Inspiration targeting Witch of the Eye>Ready and use Witch of the Eye to Reap (including selecting a target for its Reap: ability)>Inspiration leaves "play" and enters the discard pile
On page 26 of the Rules:
Action cards are immediately put into the discard pile after their effects
resolve. In the case of an Action card that has a lasting effect like Library
Access, once the effect is established by resolving the card, the card is
immediately put into the discard pile and does not remain in play.
You would need to have another Inspiration already in your discard, but you would only get to reap six times with the same With of the Eye during your turn.

To be clear, you can Reap with the Witch as many times as you're able to. You can only play Inspiration 6 times. If you have some other means to use the Witch, you can do so.

You can only reap 6 times with Witch of the Eye. Rule of 6 is for playing and using combined (and reap is a “use”)
