Yes your opponent has to pay extra to target one of your UNITS. However, he can target your capital for free with the dwarf ranger effect.
ty! is there anywhere in text that i can go to prove it? i play against dwarfs all the time,and they dont think that they should have to pay.
Um it is in the card text itself. What in the world makes them think they don't have to pay?
CoS reads, "Opponents cannot target your units with card effects unless they pay an additional 1 resource per effect."
Dwarf Ranger reads, "Forced: When one of your other D units leaves play, deal 1 damage to one target unit or capital."
Until your opponent can justify how Cos says no opponents can target their units unless hey pay, and DR specifically says it targets units or capital, but they don't mean the same target or unit, you should should laugh at him and tell him to quite trying to cheat and pay the resources, target your capital, or target his own units, but make a decision and stop stalling.

Oh not really, more of tongue in cheek really. It takes a LOT to make me angry in a game... I mean it is a game.
If you look at the original (english) cards it's easy to figure out wether CoS is triggered or not. Just check for the word TARGET and your opponent will know if he has to pay 1 resource or not. In the german version we don't have the word "target" translated in every card so it's a bit more difficult and if it's unclear we look at the english version to figure out.

Ack... you may want to send a complaint in to both FFG and the German publishing company, because that is going to be major issue. If not the German word for target then some equivalent word/phrase needs to be used consistently.

I just looked randomly at a few cards but there are way more:
Har Garneth:

This is what you get when you translate the german text into english:
Kingdom. Action: At the beginning of your turn, return 1 unit with a maximal/maximum of 1 hit point to its owner's hand
Chillwind:
Action: Corrupt one target unit. Then, you may restore one corrupted unit.
retranslated text reads:
Action: Corrupt 1 unit. Then you may restore one/a corrupted unit.
Corsairs of Ghrond:
Battlefield. Forced: When this unit leaves play, one target unit gets -2 hit points until the end of the turn.
Battlefield. Forced: When this unit leaves play, one/any unit loses 2 hit points until the end of the turn.
Actually there are at least 2 words in german language that could describe the word "target" very good while not sounding ridiculus at the same time as shown in many bad synchros of movies/TV series here.
Falsely translated game manuals and contents are a common problem in germany.
The company responsible for FFG games sometimes does a good job compared to others, but fails at critical tasks as translating LCG card rules. Which I don't understand at all because other popular CCGs were translated well by other companies. One might think when FFG choose a partner overseas they prefer experts who understand their work.
I bought a game from that company (Heidelberger Spieleverlag), without reading much reviews and it was a total flop. One should be ashamed to put such a game onto the market. It wasn't just a matter of taste. The game (Bushido) is very flawed. The mechanisms don't work properly together. It's poorly balanced and there are even some faults on the graphics.
I'd recommend FFG change their contract partners.
