Can Fenn Rau (Fang Fighter at Range 1) trigger his ability against a Turret bowtie arc facing forward (Han Solo Rebel Falcon)?

Yes & yes because both just require you to be in the forward arc of a ship; all ships have a forward arc, even if they may not have a forward arc primary weapon.

The turret does not actually need to be facing forwards, either; you only need to be in the forward arc, it doesn't matter if it is "active" or not.

fenns ability doesn't care about arcs, just range. i suspect you're referring to the ship ability of the fang fighter, concordia faceoff. it works works just fine no matter what weapon is being fired as long as you're in the forward arc at range one from the attacker. fearless will trigger as well, even if the ship you're facing cannot currently fire out of the front arc.

Concordia Faceoff does need to be in the front arc though. Doesn't matter which arc they're firing from. For example if Fenn is in both the attacking ship's front and side arc, but the attacker is firing from the side arc Concordia Faceoff still triggers because Fenn is in the front arc.
