Tractor beam a ship off map

In a game that took place today 1/20/19 a player with a bro bots list with tractor beam cannon equipped tractored an Epsilon Class Shuttle. The Epsilon was an inch off the edge off the map. The player with the bro bots barrel rolled him off the map. Is this legal? According to the rules the player that causes the ship to be tractored elects the ships final position. SHORT ANSWER: You cannot cause a ship to flee the battlefield via movement caused by being "Tractored."

EXPLANATION: When a ship becomes "Tractored" (tractor tokens matching or exceeding the given threshold for that base size), the player who triggered it has the option of moving the other ship. That move is defined as performing a boost or a barrel roll, and as such, needs to follow all relevant rules for boosting or barrel rolling. There is, of course, one exception: when a ship is tractored, you MAY move it through or onto an obstacle. Nothing removes the prohibition of boosting or barrel rolling off the map, though; if you attempt it and the ship cannot fit, the boost or barrel roll fails, and the ship cannot be repositioned.

Of course, there is no restriction against moving a ship such that it has no possible way to stay on the board with any subsequent maneuver... ;)

The rules for fleeing the battlefield, page 11 of the Rules Reference;

“A ship cannot flee while resolving a boost, barrel roll, decloak, or SLAM.”

according to the rules, a tractored ship can be boosted or barrel rolled. a boost or barrel roll fails if the effect would cause the ship to flee. if a boost or barrel roll fails, the ship is returned to it's initial position.

there is a part titled "tractor" on page 18. there is a part titled "boost" starting on page 6. there is a part titled "barrel roll" starting on page 5.

the player whose effect applied the tractor tokens does get to choose the ships final position, yes, but if the effect fails, the ship is returned to it's initial position.

i seem to remember the developers answering a question about this sometime between the announcement and release of second edition. maybe in a team covenant video?

Here's the key: a boost or barrel roll from a ship becoming Tractored is still a boost or barrel roll, following all normal rules. An exception is given in the rules for Tractor on p.18 for allowing the boost or barrel roll over an obstacle, but no exception is given for allowing a Tractored ship to flee.

Quite simply, you can't do tractor someone off the battlefield, because nothing in the rules says you can. As such, FFG don't need to specifically say that you can't.

I have another question for Tractor tokens:

1 tractor token is enough to reduce agility by 1.

Also 1tractor is needed to move a small ship, 2 for médium and 3 for a la rge...

But, is it possible to move a ship.more than once with tractor tokens during a turn?

E.g. Activation phase a quadjumper gives 1 tractor token to a tie Fighter. The tie can be barrel rolled.

Later, during engagement that same tie gets hit with a tractor beam, and get a second tractor token. I know it still has its agi reduced by only 1, but, does it get moved again?

No. The option to move is only available when the ship goes from "not enough tokens" to "enough tokens".

generally, no. a ship is considered to be tractored when it has equal to or more than the required number of tokens (one for small, two for medium, three for large). after a ship becomes tractored, the player that assigns the tokens gets to move the ship. since the ship is already tractored, adding more tokens does nothing.

theoretically, it's possible to remove one or more tractor tokens (with for example the outrider title) - and then add them again, letting you tractor the same ship twice during the same round, but that's a different scenario.
