Because it isn't legal.
VTG needs a rotate turret action on the ship in order to be equipped. The sf only has linked rotate actions. This appears to be a deliberate design decision to stop people using VTG on it.

I mean, those should still count as turret actions... But it sorta' doesn't matter since you basically have VTG if you have SF Gunner.

The rules specifically say linked actions don't count for action requirements, is why the distinction matters.

It's another method they have for controlling what ships can get what upgrade. Hotshot gunner still works.

It's better for when you're focusing fire to lead with the turret on the one with Hotshot. Hotshot strips the token after the Modify Defense dice step of the attack (making it a "use it or loose it" proposition for a target with tokens), so use it for setup then gut the target.

Oof. I wouldn't even have thought of that.
It's especially nice since heavy weapons turret means you can fire missiles and still get the benefit - being able to lob a 3-dice bonus attack with cluster missiles is normally so-so at best (since you generally don't get any modifiers on the shot) but if you can throw that at someone and force them to discard a focus/calculate token in the process it becomes much more powerful, especially if the target(s) have stuff like proton rockets, barrage rockets or energy-shell charges they'll lose the ability to fire as a result..

The /SF turns every forward faving arc arc missile into a turret arc missile, which means Hotshot will trigger when firing missiles!
That's pretty neat.
Edit: Doesn't work with homings if the defender chooses to take the damage. But clusters, ion or concussion works.
Clusters has the amazing benefit that you can strip two ships of their focus token!

So he's saying a 3 dice attack, like the one from cluster missiles, does decent damage, but not great because you can't usually modify your dice heavily. With Hotshot Copilot, you force the defender to discard their focus or calculate token, which doesn't make your attack stronger but it can make their defense weaker.
Additionally, if this hypothetical defender hasn't attacked yet and was hoping to use their Focus token for something like a proton rocket (which requires a Focus token to use), then you've also denied them the ability to do that by stripping them of that token.
