The only problem with his Armada comparison is that in Armada he doesn't actually contribute anything but those tokens. For him to be an operative he'd have to be on a side, shooting dice. Unless you made his fully a noncomabtant.

I could see Hondo operative in Legion contributing shooting dice, but at the same time I could see a mechanic where he seems to give both sides something (and a wise player can capitalize on it)
well all for him in the game as operative that multi faction but he has to have risk reward built into him some how. i would also like to see side factions kinda mercanry for say or like the old Allie rule from WH fantasy love see pirates Ewock Mandos and Chiss all have some sort small army Allie rule

True, but for example, (like armada, there is a benefit and a negative consequence to using him) If he gives an aim token to the rebels, then the target receives a dodge token.
Or something along these lines, "Distribute a victory token to a friendly unit and an opponent's unit at the end of deployment." and then the object of this would be a side mission where you try to retrieve the opponent's victory token for extra points
He could still have a weapon of his to use Range 2 at the most and would have some white dice to signify his wishy-washy ness inthe cartoons

One possible mechanic could be a manipulation of Victory points, where he costs you one victory point to field in a GAR/Empire/Rebel/CIS army.

Mercenaries as a faction make sense in X-wing (small dogfights) and IA (small squads, a la a special forces group or something...), but they feel out of place for Legion and Armada in my opinion.
To briefly address this (I don't want to completely derail the conversation), I will point out that Legion isn't a "full scale military battle." As discussed in another thread, the battlefield is smaller than an American Football field (109.7m x 48.8m), and each side is roughly fielding a platoon (up to 50ish infantry) with some support vehicles. Larger mercenary and criminal organizations (Hutts, Crimson Dawn, Nightwatch, Hondo's Pirates in Clone Wars) easily have those sort of numbers and have access to roughly equivalent vehicles.
I do agree that Armada is a bit of a stretch, and if Legion was a 15mm game fielding companies or regiments I would agree it was also out of scope.

I echo this sentiment entirely, FFG is missing out on Gameplay fun and a huge monetary loss if they don't at some point create a Crime Syndicate / Mercenary Faction, etc.

Anything profitable too. It’d be thematic for our choice mercenary and pirate who just wants to be able to profit from all the factions in the game.

After some thought on mechanics (and to keep this thread going) here’s my idea for text in Hondo’s card:
“Playing Both Sides 2:
When this character is defeated before it leaves the battlefield the opposing player may choose to flip an order token or assign an order token to a unit within range 1-2 of this unit. Then remove this unit from the game as normal.”
Thematic as Hondo, nearly defeated, would simply defect to the side that looks more likely to win the battle.
