No. The trigger for outrider stress removal is after fully executing a manoeuvre. Barrel rolling is not a manoeuvre.

Also how would you have stress to remove anyway? Contraband cybernetics I guess?

Yeah, it is a move, but it is not executing a maneuver...

@thespaceinvader is correct, but it's easy to accidentally conflate Dash's trigger with the Outrider's. Here's the two cards for reference:
