The cannon in ESB was something different with it's own ridiculous statblock that I don't think we've seen yet in official supplements.

It takes a max of 12 ion torpedoes (found in FO) to take a ISD from 0 Strain, to disabled.

In the case of Rogue One, that scene was probably a Mass Combat check (since the players were all somewhere else doing something else) so saying a single squadron of Y-wings making an ion torpedo attack on ISD results in the ISD being disabled is easily explained.

If the players were directly partaking, 6 one-seater Y-wings all piloted by players successfully firing Linked 1 ion torpedoes could do it in one pass.

Of course, in the RAW of the game, Y-wings can't even carry ion torpedoes, so it's even more impossible to replicate what we see on-screen... And I'm OK with that.

Sure they can! You have to swap out the proton launchers (I guess Ion Torpedoes are bigger than proton), or mount the ion launcher as an additional weapon using the free HP Y-wings have, but Y-wings absolutely can carry Ion torpedoes.

I mean it brings up some interesting questions about why Gold Squadron was equipped with Ion Launchers in the first place, but the Attachment system's simple requirements for weapon additions and swaps-outs make the fact Gold squadron had the Ion launchers not that big a deal.

Edit: And reviewing R1 Gold Squadron's attack run was 5 ships, firing linked 1 torpedoes.

They fire multiple times, so it's probably 3-turn move, but at that point the battle had been going on for a little while so its' also possible the ISD wasn't at 0 SS by that point in the battle as well, meaning you may need less than 12 Torps to disable it.

Strictly by RAW, the add-on ion torpedo launcher only fits sil 4+ ships.

Gah... I really need to get FO scanned in.

Guess Ion Torpedoes that can be carried by Sil 3's are something we haven't seen yet... Here's hoping the price tag is higher.

I'm not sure there is a point in trying to do this mechanically. This is a narrative plan, and that is fine. Assume there are enough X to achieve Y and make the actual missions about requiring X and then luring the ISD into the trap. I mean, if this plan works flawlessly than why not just grab a fleet of ISDs? It just gets a bit gamey after that.

That’s when they run into a couple ISDs outfitted with an experimental Ion shield that the Big Bad developed to counter their schenanagins. They lose their fleet and are back to square one.

man... it sure would be a shame if the Hutts found out about this wacky plan, and showed up before the empire...
