Would you guys say that the 4th IRG (staff) is essential when running Palp? Just struggling points wise and wondering if it’s worth it keeping the 25 points for elsewhere in the army.

Its really up to you. I would recommend taking the staff over upgrades, but if you can put in another unit with your 25 points, I would do that.
Being able to tie down a Luke or a Vader in Melee is pretty huge, so I would highly recommend it.
Depends what you want them to do....
if using for offence I would say 100% yes and add hunter and tenacity.
If using to soak up wounds on palp etc then possibly not keep them cheap.

Emergency stims is 17pts cheaper than the extra figure id you're using it to soak up wounds
I've liked the 4th as an extension of it's tarpit function - it's yet another model that can either soak up wounds, lock down units/commanders in melee, or (on occasion) eliminate a high value target from the board. If you're looking to cut points and you only need them to grab more than a few points of damage from a commander, you'd probably be better off with Esteemed Leader and some stormies.
As is, I always find the first two pieces the most valuable part so the 4th is stapled on the to the unit for me. Plus the Palpatine synergy is so good, it almost always makes the investment worth it.
I find that the utility the electrostaff brings is hard to pass up. The ability to lock down a Skywalker, or at least make them avoid you, is huge, and if they're not on the table, the staff is the same price as the other minis in the unit, so you just kill that guy first and move on. Might as well be stapled on, IMO.
