If Tavson is stressed, does that shut down his ability when taking damage, or is he still allowed to spend a charge to perform an action? Gut tells me stress prevents you from performing actions unless you have a card that says otherwise.

Your gut is correct.
Yup. C.f. the wording on Primed Thrusters, for how Tavson's ability would have to be worded to allow the action whilst stressed. Or Afterburners.
I've seen a few posts about him being a little too strong, but gosh that Upsilon dial will keep him honest enough to shut down his ability from time to time. If you have to do a 0 or hard 1 turn, you can't always follow up with a blue maneuver. Might be just as well to run him onto a rock every so often.

On a parallel note, although doing so would (currently) serve no purpose, could Tavson still spend a charge token while stressed, fully knowing he couldn't perform an action? Or would knowing he couldn't complete the result (performing an action) prevent the spending of the cost (spending a charge)?

I would say the latter. Look at Paying Costs under Abilities as well as the sections on Focus and Calculate. Basically if have to pay a cost for an effect and can't resolve it, you're not paying for the attempt. That's under paying costs. They other two sections state you can't spend tokens (focus or calculate) if there are no focus results to change.
