Palob (and all the Hawks) are super nuts right now.

A (rebel) generic with Moldy is 44 points. For 3 points over an X-Wing, you can have 2 banked focus tokens and a 2 dice primary turret. Would you rather have the one extra hull and white boost/3-hards, or rock into engagement with 3 focus tokens and have jam/stop/180° arc? 3(2)/2/3/2 + 3 focus is hella better than 3/2/4/2.

Just part of the low initiative balance issues right now.

Both would be fine.

Personally, if I'm making this as a free Configuration for a Lancer (...it occurs to me I never said that part...), I want the opponent to have the extra information. If they get tricked by someone moving their arc in a strange direction, well, so it goes. I also like telegraphing "I'm either going to pull a blue move, or be stressed." I think that's fair.

The other reason I like it more in the end phase? If you rotate your arc oddly in the end phase, you can still use your normal action to correct it. If this is System Phase, then you'll be locked out of the rotate action.

Isn't that mostly to do with Moldy enabling him to bank mods? I'm not sneezing at the three die or extra arc for his ability, but he's nasty as he is because he's nearly guaranteed full mods for most attacks.

It's largely because it gives him 180 coverage for his ability.
