"After fully execute a red maneuver, recover 1 Charge"

"Rules v.1.0.2pg7: When an effect instructs a ship to recover a charge, an inactive charge
on that ship (ship or upgrade card) is flipped to its active side. A card
cannot recover a charge if all of its charges are on their active side."

Does this mean that Elusive provides a pilot the ability to "recover a charge" on either the ship or upgrade card of their choosing?

For example: the rules state an "INACTIVE" charge on that ship (ship or upgrade card), if I used the charge for proton rockets and performed a Red maneuver the next turn, can i recharge the proton rocket "charge"?

Or is the only charge that is recovered is the one for the elusive card? I searched over 300 forums for this answer and came up with nothing.

Only the charge for Elusive is recovered.
