Does anyone have any video of this sort of thing, because I think I'm not entirely clear what it is. Usually, in my group, I encounter the opposite problem; we'll have people throwing dice so hard that it's a wonder they manage not to lose more than one or two each week. I mean, of course you'll occasionally have a die bounce more than anticipated and end up out of the intended landing zone, but when every single roll ends up bumping at least two ships out of place and puts half the dice on the floor, it starts to get a little irritating.
Shake, Rattle, and Roll. Or "Stop cheating and actually roll the G0& d@$# dice!!"
That sounds like a bigger problem than the first since it upsets the game state. Have them roll out of a cup or into a dice tower. I'm sure they're not oblivious about the effect of their rolling.
As for an example of what the slow rolling is like, try it yourself. Hold three or more dice in your palm, face up, dropping them one at a time three or so inches from the table top.
