It says on the card that if you roll blanks and 2 results that are different you can reroll, what does that actually mean?

There are two things that need to happen in order to reroll dive with Heroic:

1. You must have only blank results.

2. You must have 2 or more dice in your pool.

If both of these things are true, you can reroll any number of your dice.

Sorry I haven't found the answer anywhere. What is the interaction between Rose Tico and Heroic. Assuming you roll blank, blank, eye. Can you cancel eye and proc heroic?

It should work, Heroic doesn't say a specific timing like after rolling dice, it just says while you defend or perform an attack. I fact I think it's very specific in its language to make sure it works.
