As long as you haven't "used up" your Perform Action Step, then your example is 100% legal. Afterburner takes place after executing a maneuver and before perform action, and the evade action is a "freebie" that comes from IG-88C. After you do all that, you still have the option of your regular action to perform, and aside from Focus/Barrel Roll/etc, you can indeed perform your Tractor Beam action.
