Can a player ever convert a Development card in a zone into a regular card in that same zone if the player pays the cost/loyalty for that card as if he was playing it from his hand?

Or, is this the situation: if a card is played as a Development it has to stay a Development for the rest of the game?

It stays a Dev. for the rest of the game unless a card effect specifically says otherwise.
