Captain Oicunn and Asteroids

I have a question concerning Oicunn's ability in regard to asteroids. His ability reads: You can perform primary attacks at range 0.

The rules reference says, if a ship is in range 0 of an asteroid, the ship cannot perform attacks.

If Oicunn is in range 0 of an asteroid, for example after overlapping, does his ability allow him to perform a primary attack anyway (on a different object than said asteroid)?

Or is there no interaction between ability and asteroid effect at all, because the asteroid's effect happens during activation and thereby precludes the ability, because Oicunns ability would trigger in a later phase, namely the engagement phase?

Oicunn's ability allows you to perform primary attacks at range 0 of your target; it does not interact with the asteroid effect that prohibits you from attacking.

The asteroid's effect is ongoing. It doesn't matter when you landed on the asteroid; you check when it's time to attack, and if you're on a rock, you can't attack. Conversely, this means that if you land on an asteroid that is subsequently removed before your ship engages (via a Seismic Charge, for example) you will still have an opportunity to attack.
