For one, you don't receive the stress simultaneously, the BR stress comes before the check difficulty step, so you can definitely remove both.

Now if you receive 2 stress simultaneously, e.g. from, Panicked Pilot I'm not sure. I vaguely remember some relevant rule along these lines in RR but can't remember where.

It easier than he makes it out to be, you don't need to be in R1 until after the BR.

But it's not like you're explicitly trying to do it, its just another tool to get R1. R1/Double mods/no stress is what your actually after, and that happens with regularity.
