Barring placement on a G7-X Grav well projector, you may not deploy at speed zero.
You have it. You must deploy at a speed on your chart, and no chart shows 0, so JP 0 deployments... Howecer as stated, you can be FORCED to by a G7X projector - friendly or enemy.
Be mindful however, that at speed 0, you cannot spend defense tokens.
to answer the second - yes. As long as you fulfill the requirements (have performed a Nav Command), you can use engine techs to perform a speed 1,maneuver regardless of the speed you are at.
You can even resolve the command and not DO anything with it, just to say you resolved the command for engine techs

You can also deploy at Speed 1 but use an initial Navigate command to drop to speed zero to effectively deploy at speed 0.
Why would you want to be at Speed 0 and Engine Tech, instead of navigating at Speed 1 and not sacrificing defense tokens? Is the goal to sit and wait, and then ET when needed?

Or wind up overlapping both stations for Station Assault, or get into range of Contested Outpost (as an Interdictor.)

There are some edge cases where sitting back to keep an objective or force the opponent to come to you can be very helpful. ET lets you reposition if the enemy tries to scorch from a different direction without forcing yourself significantly closer. Good for holding down a Hyperspace Assault token for example.
Starting speed zero really helps to throw of Pryce's timing. For example, deploy your main ship at speed 2 with Garm/Leia, or Antilles/nearby comms net. If Pryce declares turn 2, you almost cancel her effect by dropping to speed 0. If she declares turn 3, you can instead accelerate and rush her ship.
