Fleet vs. Troops vs. Commandos

In Operation Deep Jungle, I need to add either a Corps with a personnel upgrade or a naked Special Forces unit to my Rebel list.

So, if they all cost the same (free), do you take 1) Rebel Troopers with extra trooper, 2) Fleet with extra trooper, or 3) Commandos?

I’m stuck between Fleets and Commandos, leaning towards Fleets. I’m mainly thinking of the firepower + surges. I like the Low Profile for the Commandos defensively, but the victory condition of the next stage in the operation is eliminating the opposing force (1 VP/ unit eliminated). I think the firepower of the Fleets makes them the better option.

Deep Jungle is on a 3x3 field with deployment zones range 2 deep, leaving range 2 between deployment zones. Limited visibility. Fleets could be shooting turn 1. Commandos could flank turn 0. There are no vehicles and most Imp lists have been Boba + Snows (with up to 3 flamers!)+ Imp Guard (probably x 2).

Sounds like fleets to me. I think this is a little late, maybe, but that's the horse I'd bet on.

Firepower is king, and that low profile ain't gonna stop a flamer anyhow.
