As far as I know, we don’t know anything about Peggy’s husband before. I imagine she and Steve would have needed to invent a cover identity for him and he would have needed to lay low and not draw attention to himself, so the guy she was talking about in the interview could have been him all along, and the dementia covers the modern day discrepancies.
