Is it possible to decloak and drop a device during the same system phase

If yes, can I choose the order

Forexample with a quadjumper equiped with a cloaking device and proximity mines

You can drop a device before decloaking.

You cannot decloak before dropping a device.

Rules reference p. 8, "Cloak":

Quote

• Each ship cannot drop or launch a device during the same phase that it decloaked.

Technically it is possible to do both, but there is a little caveat:

You aren't able to drop a bomb/mine -after- decloaking, but you can drop a bomb/mine and then decloak.

Each ship cannot drop or launch a device during the same turn it Decloaked (Device, p.9)

You could, however, drop a mine (or launch one with Zuvio), then decloak.
