This being said, having the training upgrade not be filled by equipping the "Elite" upgrade would be good, as otherwise it would significantly impact the effectiveness of most Spec-Ops units.

They already have this on most Special Forces units by virtue of the Training Upgrade slot.

That’s part of what makes them elite as compared to the line Corps units, training.

Oh one little thing to add:

The proposed 501st upgrade for stormtroopers would probably called first legion, with 501st being reserved for the republic.

Maybe I should have been more specific. I prefer systems where different units are incorporated to patch the holes which result from the shortcomings of others. What I don't really like is, when units buff each others specialisation (to often being the same for all of them) into an "OP" ultra specialized death star.
