There are that many Skaven lore not touched upon that not all of this could be included in the 6th BP. I think maybe they will include new skavens ocassionally in later cycles. (so Skaven based archetypes sometimes gets new playthings)
Just my 2 cents. 
Some interesting units not already in W:I :
- Stormvermin - Elite troops
- Giant Rats
- Rat Swarms
- Ratling Gun - Gatling machine gun mayhem !
- Skaven Jezzail - Armor piercing "sniper"
- Plague monks
- Plague Censer Bearers
- Doomwheel - armored vehicle
- Screaming Bell and Plague Furnace - mobile altars to the Horned Rat
And many more... they could fill a BP easily with just new skavens, even not counting heroes.

No it is not.
It looks like some king of plague monk. I'd like to see both of them, plague bearers and plague censer bearers, and hoping of some kind of synergy with disease trait, specting for the future cycle.
