Already out in the UK and (i think) Europe.

considering they just let the points out I doubt there will be much rebalancing .
I know there is word that a point change will come in January which is possible, but it could also be possible that most of the rebalancing won't happen until after all the factions are out in Wave 3. FFG devs tend to be more reactive than proactive in the balancing department.
