Did I miss something? Is there a reason it would come out tonight?
Why can't we hope for it sooner than later?
The ability to scan and track decks and put chains down on them should have been 2 weeks ago. All those features were announced at GenCon, so for a game in development for 2 years the app is quite incomplete.
I would expect this to be determined by the record of the deck in organized play, of which there is little data at the moment. So while the ability is there, the information upon which it would be based has yet to be collected.

Yet, until the app is able to function as planned you can't collect that data and even when you can collect said data the lag between collection and action only just begins. Perhaps Veronica Salt wants it NOW, I wanted it last week and the way it got hyped up it should have been available on launch.
Players won't ordinarily volunteer to take chains, so we are seeing a deck dominate out local stores.
If the idea is to foster the casualness of the game and keep players engaged, it isn't going to happen by itself.
My recommendation is simple speaking to the player about it. That the deck isn't making it fun for the people who are playing casually and asking them to play another deck while playing with the casual players. If that doesn't work then you may have to resort to telling them that players wont play against them unless they are willing to take a few chains to balance the game. If it's at an event like a tournament or a league then the TO's need to insist on the chains on that deck.
The deck has gone on tour, and has won 3 events so far at 3 different venues.

At that point, change the format. Maybe Reversal or Triad is the way to go.
