Breaking a Province (pg 3) does not mention turning a broken Province face-down.
Battle step 3.2 (pg 22) turns a facedown Province face-up. Battle step 3.2.5 (pg 22) does not turn a face-up Province face-down.
As such, the status of whether a Province is face-up or face-down is separate entirely from its status of whether it is broken or not. So, a face-up broken Province is both a face-up province and a broken province. These statuses are independent of each other, which means that a card COULD turn a face-up Province face-down. But no such card exists at present.
Mind you, a face-down broken Province would still be broken, and thus not a legal target for a Conflict. You could still reveal it through a Border Fortress, but if you did so, as a broken province its text would be inactive, and thus it could not activate any Actions on revealing it.

So just to clarify with Shiro Shinjo; does its reaction factor in broken provinces? Does the opponent 'control' a broken province?
If so this is a very powerful ability that can easily pull down 10 fate a turn.

Yes nothing in breaking a province changes the state from controlled or face up so you would still claim fate from it as Unicorn.
