What would the regular troops be? Who would the Commanders be? Why on earth would they even be working together? Do you really want to put Jabba the Hutt on the table?
This is already an issue with X-Wing: once they add the Clone Wars era, S&V just gets ridiculous; they can have ships that span the entirety of all the films, TV shows, and whatever else the devs take inspiration from.
Additionally, S&V, if made, should be just a bunch of Operatives at best, motley, disorganized corps units at worst.
The only thing that I would care about getting for a Scum and Villainy faction is Operative Cad Bane, and I bet that he'll be put into the CIS (like Boba for Empire) since he did so much work for them in the Clone Wars TV show.
I'm looking at this from a gaming perspective. Right now we have 2 evenly matched, almost mirror image factions. Imperials have turrets, Rebels have turrets. Imperials have melee units, Rebels have furry melee units. Imperials have snipers, Rebels have snipers. Imperials have aim, Rebels have dodge. Then we're going to get 2 more factions that are very similar to the ones we already have. Sniper Droids, droid speeders, clones instead of stormtroopers. S&V provides alternatives to all of that. Why do they need a commander, how about 4 operatives instead. Troops are weequay, hired guns, etc. Worse offensive and defensive dice but more unorthodox tactics. Numbers could be greater. There are always more "Others" than soldiers in a war. Thematically speaking, none of this game ever made sense. Why would Palpatine and Han meet up on a backwater planet? Why would Dooku and Leia be hanging out? No, this is all about longevity and entertainment while playing the game. Add a mercenary faction or the game will go stagnant (if it hasn't already)
