Hello, i was thinking of Negation , Signal Jammer VS Rebel Grafitti...is there a way to also use Fool me Once?

No, Fool me once is during your activation and Rebel Graffiti is at the end of your opponent's activation. So you can't stop Sabine to use it.
Also if discarded, Sabine can't draw the card anymore so Fool me once is totally useless.
You can only use Negation, Comm Disruption and Signal Jammer
