Rules question: Creatures tied for power

Third in a series of questions aimed at getting an official ruling to prevent people from gaming the system. Or at the very least, getting everyone on the same page.

Question here is: how do players deal with ties?

So the standard answer given for a card like Three Fates is that if there is a tie the active player decides. So if there are two 6 power creatures and three 5 power creatures, the 6 powers die and the active player selects one of the three 5 powered creatures to get destroyed.

However, for the Horsemen it's unclear how to resolve ties. If the lowest power is tied between multiple creatures does the active player choose 1 to die or do all of them die?

In the glossary section of the rulebook it says that the active player would choose one card in the case of ties. It is specifically listed under a section called "Least Powerful."

Even without the lowest power section of the rulebook this still is pretty straightforwards. If there are several least powerful creatures the horseman can still only kill one as the word "creature" is singular, thus since there's a number of creatures that are tied and only one of them can die default decision making for all effects goes to the active player.
