Both Rebel and Scum Han pilots are not limited to once per turn, so you can use them any time you attack (or, in Rebel Han's case, any time you roll dice while your ship is range 0-1 of an obstacle, even if it's not an attack/defense). This includes the bonus attack from Veteran Turret Gunner.
