I have just acquired my first ARC. What is the purpose of the ship? How is one built? It feels expensive.

It's back arc drives the price up. In powercrept 1.0 their tailgunning was nice. In 2.0 it is probably better to keep them lean, as they melt fast under concentrated fire.
E.g.
Norra: Jyn, Juke
Ibtisam: Cheap regen using Elusive+Chopper.

I've had some great games with Intimidation, Zeb (he could backfire, but I've made him work for me) and Tail Gunner.
That's 8 points of versatility.
Now you need something that's a bigger threat, so she don't get eaten at range.
If you can't make the ARC work, you probably want Norra in a y wing 😀

-Ibtisam can change maneuvers to be where she wants to be while still recharging Elusive when she needs to, and there’s a 50% chance of still having an action, too.
-Shara can lock two targets for versatility, and with Kanan’s force point she can add the result even if she’s not focused. (Doesn’t help when you have other focus results, but it comes in handy more than you might think.)
-Norra is tanky. Hold her back on the initial engagement and try to get the r3 die, then get in close to use her pilot ability. Pretty self-explanitory otherwise.

Apparently Norra is good? We're also waiting for the republic faction to bring many new, interesting, and hopefully powerful options
The Arc-170 is a gunship. It maneuvers... well enough. A bit less than an X-Wing. It has a front and back arc, and can combine crew, astro, and gunner slots for interesting combos. Gunner wise, your only real option currently is veteran tail-gunner. But you can do quite a bit with the crew and astro. The best modifications worth looking at are the cheap hull and shield upgrade, to add that little bit of extra tankiness to it.
Nora’s good, and likes to be in the thick of things. Medium base means you can bump a lot, and pairs nicely with Intimidate. Shara is tough to use now that dual-action turns are rare. She works well if you have R3 and some way to get her to get an extra action, lock, or focus. Either through Coordinate, or Magva Yarro, Kyle Katarn, or... something. If she pulls it off, you can get up to a 5-damage proton torp on the turn you lock. Garven “Popps” Dreis is exactly what you’d expect... Red Leader in an Arc, instead of an X-Wing. And Ibtisim has a chance of ignoring stress, while being the cheapest of Arc options.

I was sort of thinking the Y-Wing with a turret is a cheaper and better option. Just seems expensive. There is the extra overall HP. Hmmm. The dial is better than a Y... just. I need to think this through.

Overall, we’re looking at low upgrades with a tanky approach.
you can probably make norra work fine without any upgrades at all
her ARC has SEVERAL advantages over her Y, notably not having a crappy 3-die primary (in front), having a back-up aux arc to keep you benefiting from her ability (since you don't have to k-turn or waste actions to keep arc), and a larger base (moves faster, easier to hit range 1 of something)
the advantage of the Y is it's cheaper and so is expert handling
The dial takes some getting used to but the ARC-170 is criminally underplayed.
Shera Bay and Norra are legit.
Pair with anything that shares tokens or spreads damage.
Magva Yarro on ARC-170s is great.
The purpose of the Rebel ARC was to get the single most beutiful model into a game that didn't have a Republic faction.
Now , the purpose of the Rebel ARC is to give you an extra model to use in the Republic faction when it arrives.
Norra with Magva and Proton torps is excellent. Her weakness is range 2-3 were its ideal to attack her. But with magva and torps, the enemy has to think about if he wants a full modded torp in the face. Then next round its range 1 where she shines
Naked Norra is worth the points as well. Maybe EH on her. Magva so good though on 1 agility ships. Its like an fcs.

does chopper allow you to use elusive charges to regain shields? (is there a RRG for recurring?)

He does. Recurring is a defined term, specified with the up arrow, and Elusive does something different to recharge. If Chopper had been on a ship with the reload action, you'd be able to use that, too. Been thinking of trying Chopper on a cheap Y-Wing with Homing Missiles, but it's probably not worth it, action economy and all.

I noticed that for a build I had utilizing Chopper, Elusive, and Cloaking Device on Kulbee. The idea was to play with chopper’s ability to recharge the cloak and shields as needed... I generally found that Kulbee didn’t need to recharge his cloaking device. In any case, Chopper + Elusive is pretty awesome, but limited by your need to pull red maneuvers and in that it eats away that useful reroll.
Also... its too bad ibtisam doesn't really gain much when she gets stressed, its just 50% easier to remove. Which is chancy.
The chopper + elusive is decent though I think.
Maybe might be good to run Squad Leader

Airen Cracken tickles my fancy for this. Or Lando, or AP5 for coordinate. I'd run Proton Torps, not Homing missiles. And for Ywings with torps, I'd consider running Leia crew.

Using Cracken to trigger Chopper's reshield action? Interesting idea. Come to think of it, Cracken doesn't require a white action, so you could use him to reload on a Y or barrel roll an ARC. Probably not a bad wingman for Norra (same initiative) or Ibtisam (can shed the stress immediately). An Ibtisam that arc-dodges at I5 could work.
