I am new to the game and I have just purchased the Scout Trooper expansion set and I have noted that while there are seven figures (4 Troops, 1 Leader & 2 Specialists) there does not appear to be a way to add the fourth trooper or am I missing something

You can't add a fifth normal mini to that unit. They give you an extra so you can run both the full team and the strike team

This is normal for the FFG Star Wars miniatures squads. You get enough figures to run any possible squad, instead of the upgrade parts for a smaller number of bodies (such as is common in 40k). Even if you only buy 'just enough' stuff, not using all your figures at once in a game is common in SW:L.

It’s so you can play the strike team (one heavy weapon plus a mini) and the full unit (with the other heavy or just the 4 man squad) at the same time. Never done it but I like that’s an option instead of them making you buy even more just to field them that way.
