is this true one of the players in our group has been flying him the way you would fly Juno from 1.0 but after reading the card it looks like this is not so.

Ved works exactly the same as juno did. What makes you think otherwise?
While you execute a maneuver, you may execute a maneuver of the same bearing and difficulty of a speed 1 higher or lower instead.
Same bearing and difficulty different speed. So 2 straight blue becomes 1 straight blue 2 bank blue becomes 1 or 3 bank blue 2 turn white becomes 1 or 3 turn white etc.
Still in a terrible ship tho.

The manoeuvre you execute shares the bearing and difficulty of the one you reveal. Its speed is the only thing that changes.
It's functionality identical to juno's ability just phrased in a differently confusing way.
Yeah, they really should have used the word 'at' there.

It still makes sense the way they wrote it, it's just less obvious there's a break in clauses there

It is not confusing, Speed 1 does not have a default bearing and difficulty !? The sentence is impossible to read and find a meaning if it was: "the same bearing and difficulty of a speed 1; Higher or Lower instead"
I understand the confusion, honest.
If you parse it this way:
While you execute a maneuver, you may execute a maneuver of the same bearing and difficulty of a [manouevre of] speed 1 higher or lower [from your dial] instead.
Which would be almost useless.

well it works identical to juno...
The reason he sucks (and all none vader tie advanced) is because they need a TL to be good, and they have no good way to get one initially or change it latter in combat they end up giving up needed defensive or re positioning actions in order to make there offense not equivalent to a much cheaper tie fighter.

After the first turn in which they will lock they become friggin' killing machines.
