We don’t have an exact date. However it did happen some time after 7BBY. This was when Grand Moff Fliry Vorru was framed by Prince Xisor and replaced by Grand Moff Naomi Dargon. It was Dargon who ordered its devastation.

I've just modified my card accordingly 
"A little after 7BBY, the planet was thoroughly bombarded and left in ruins. There was nothing left standing, and the sky is now thick with smoke, ash, and soot. It is difficult to spend any time on the planet without breathing assistance, and some of the ruins are highly radioactive or toxic."

More than likely, but there’s nothing official in that regard. However, what is canon is that the cloning of clone troopers was shut down following Palpatine’s ascension as Emperor and the end of the Clone Wars.
The Devastation of Froz is stated to have been in retaliation for Frozian support of the Rebel Alliance, and that it occurred during the Galactic Civil War. Both the Rebel Alliance's founding and the beginning of the Galactic Civil War occur in 2 BBY, so the retaliatory attack must have been in that year or later. (The GCW starts later in canon, but I'm going by Legends since the Fozians are only in Legends.)
