Rebels are definitely in a bad spot. The only Rebel list I'm aware has done particularly well was the Nordic Nationals winner.
Han+Trick shot+CybImps, Wedge+marksmanship, Thane+marksmanship. All can hold their own. If they focus on Han, the XWs have enough naked firepower. If they ignore Han then all his rerolls including TL.
Also keeps things simple without you forgetting to do things in a tournament environment.

Is Sabine in the attack shuttle or tie fighter? Is Norra in the ARC or the Y-Wing?
Wedge-Jan-Dutch (torps)-Blue Sqd Escort went 1-2 at the Michigan GT.
I've personally done well with a Wedge-BlueSE-2x VCT Ion Y list and a Luke-Wedge-2xBlueSE list.

Nice alpha-strike list, just take a few rounds to stack two focus tokens on Kyle before engaging.
I finished second in a small tournament which included a 200-0 win and a 200-thirty something win for me. I would say am slightly below average when it comes to competitive level X-Wing.
Wedge - S-Foils, Pro Torps, Swarm Tactics, Hull Upgrafe
Garven (ARC) - Pro Torps , Selfless, Shiele Upgrade
Dutch Vander - Pro Torps, Selfless, Ion Turret, Shield Upgrade
Dutch TLs and passes a free TL to Garven.
Garven focuses.
Wedge TLs.
Wedge uses Swarm tactics on Garven.
Garven attacks with I6, double modded Pro Torps, hopefully spending a focus, which passes a focus to Wedge.
Wedge also fires double modded Pro Torps (if focus is used by Garven).
If target is still not dead, Dutch can fire a third.
Use selfless to spread damage between the ships.

I like this, although it has a lot of moving parts.
I must say I thought Luke would feature more in these lists. Wedge seems to be the “must have” I flew a Han Luke list where Han was focused down by turn 2. Luke single handedly took out the entire remaining swarm.

These have both worked well if you wanted to try more Han.
Look, I know he's not really all that good beyond being I6. I know that Rebels are struggling and that lists with him in aren't really doing all that well (apparently). I know it won't last forever.
But can I just say that I love how, so far, all of these lists have Wedge in them?
As someone who came into X-Wing long after even Wave 3 ships had largely started keeping non-Biggs X-Wings off the table, I'm thoroughly enjoying seeing my favourite pilot get some attention.
As another suggestion, I've not played it myself but I've heard naked Luke and Wedge with two Proton Torp Gray Squadron Bombers is better than it sounds.
It's a lot of HP to chew through and if they ignore the bombers to go after the aces, it's easier than you might think to get those Y-Wings locks for a torp shot next round. And while it's hard to get the torps off if they go for the bombers, it means they're chewing through beefy I2 ships and not doing damage to Wedge and Luke. Wedge is the vulnerable point, but if you exploit that and use him as bait you can hopefully trade him for two of theirs.
I think fundamentally there isn't a 'good' Rebel list, you're just looking for a 'good enough' list. They're a long long way behind the other two factions, and appear likely to be behind Resistance as well. First Order remains to be seen.
You see Wedge a lot because he's a crutch. He consistently appears in lists of the most-played pilots from big events and just as consistently appears in lists of worst-performing pilots. It's just that there's nothing else in the faction.

I've been running something similar with good results lately; going to try it out in a tournament soon. It's a demanding list to play well though. One thing I've noticed with Cassian though, is that Rebel ships have relatively few good linked actions. I've found I can get more use out of him with a cheapish ship with Squad Leader around.

About 90ish% of successful Rebel lists have Wedge, so I think it'd be more accurate to say he's one of the few things that are working in faction. I think it's very important to be realistic about what you expect out of Wedge as he has no action economy or passive mods, but a 52pt I6 with his statline is certainly decent if unspectacular.

You can easily swap Luke out for Garven in

's list (which is very similar to one thats been going around the webs that I have been thinking about too).
Blast redline out of the sky before he fires. Nuke howl before he has a chance. Just gotta fly in some sort of formation and probably have to take a Trajectory Simulator on the chin.
Triple Sim Torp Punishers are probably the best counter to it (or super aces).

But rebels seem to be held up by a few key pilots take get good mods at reasonable prices or are just REALLY cheap for what they do (Sabine shuttle and Blount, to a lesser extent)

Say what you want about Ion Cannons, I swear by them and this has won me a few games (took me a while to get used to the medium base)

Of Dutch passes a lock to Wedge and Wedge focuses, you have two double modified torpedo shots at high initiative, and Luke has the maneuvering and survivability for a lake game dance. It’s a large bid because of my local meta of aces but you could add swarm tactics to Wedge if a bid isn’t as important!

Eh, res is definitely gonna be worse off than rebs
Their only blatantly powerful stuff is Poe and Rey (though given large bases pricing...yeah, just Poe) with possibility of m9g8.
Unless a points overhaul does its job and validates a ...rather significant portion of all ship types, then the power curve ain't changing much

That’s a very valid point! The reason why I’ll be switching over is the Resistance seems to perfectly fit my play style of one very powerful ship flanked by a couple cheaper useful ships. I loved Poe in first edition and the T-70 is the perfect ship for my playstyle. They won’t be super competitive but I always have fun flying them.
I'm hoping they'll be competitive once a points adjustment has people properly paying for I 5s with easy access to full mods that seem to be currently dominating
And also when large bases aren't so absurdly costed
That'll hopefully create a wider playing field to get fun resistance shenanigans (esp c3po crew and targeting synch tech) going
