When a scenarioa says 2 actions per nation. Does that mean that in each round in the action phase i get two actions. so if i had 4 squads i could only control 2 of them per action pase per round.

Simply put, the way it would work with 2 actions/nation is:
- Player with intitiative takes 2 actions
- Next player takes 2 actions
- 1st player takes another 2 actions
- 2nd player takes another 2 actions
and so on until one player runs out of actions (often happens if one side has more troops/cards than another) and then the player with remaining actions can play as many actions as they want/are capable of without interruption.
Also important to note that you can not pass - if it's your turn and you have available units, you must take an action (even if only to fatigue a unit), although you don't have to use cards in your play area.
