About provinces

Toshi Ranbo and a few other probinces have the unique symbol dot next to their name. But for those that dont, can I take multiple copies of them? For example if Im seeker of vpid can I take 2 shameful displays?

Rules Reference, under Deckbuilding, emphasis mine:

  • A player's set of provinces must include exactly 5 provinces. For each element, that player must choose one province associated with that element, such that all five elements are represented among their set of provinces. (Each province has a ring symbol in the lower right corner of the card to indicate its association.) Each of these provinces must be in-clan or be neutral.
    • No more than 1 copy of each province, by title, may be included in a player's set of provinces.

It wouldn't surprise me if its a hold over and at some point they had considered making Toshi a Holding instead of a province.

All strongholds are unique as well (at least all of the ones in the core box). I think its just sort of for completionist purposes. Maybe if something comes up like "Target a Unique Card" or "Target Non=unique card", its for those purposes.

There are already cards that target non-unique Characters only.

True, but there are no cards that target or reference unique or non-unique cards that aren't characters. So uniqueness of holdings, provinces and strongholds has no gameplay impact at the moment, but it could have one in the future. A card that counts unique cards would be enough.
