Several NPC types have vigilance 2. One has a 1.

Vig 1: Manifest Earth Kami

Vig 2: Humble peasant, Trained Ashigaru, Desperate Bandit, Bushi skeleton, Shadolands Goblin, Sinister Oni, Zombie Peasant, Boar, Hawk, Pony, Unicorn Warhorse, Utaku Steed,

Yeah, but you still need to grab, y'know, Skulduggery, and odds are you didn't want to because it doesn't really go with most of the archetypes. Skullduggery 2 costs the same as two techniques.

I'd agree that Skulduggery 2 is the point where it starts being useful. Still, the no roll hide is powerful... so yeah, it's worth it. At least for some.

Think failed assassination.

I had the chance to see Skulk in action and I must say, I was not impressed. That single character limitation can result in some very strange situations.

"He's right behind you Jimbo-san how can you not see him!"

I dunno, I've played enough stealth games to recall how that works.

Skulduggery 2 only works if someone has Water+Air of 4 (or lower). If you're a bushi you want high Water, if you're a shugenja you want high air, and if you're a courtier you're probably bumping both, so Skulduggery 2 isn't going to last you for all that many sessions past character creation.

It will do just fine against quite a few NPC types. Since I don't have PVP oriented players, and the NPC templates don't always follow the formulae PC use, their Rings are pretty much immaterial.
