If an investigator with the Whiskey item is in one of the Other Worlds when the Temperance Fever Sweeps the City Mythos card is drawn, can that player be arrested?

I think this particular car has been clarified only to apply to town, and never to Other Worlds. However, I guess it is possible to be arrested in an Other World via some other odd effect—I'd just go to jail as normal.
