Its random

Basically, what @Innese said. Whenever you're instructed to "expose" a damage card, somebody selects it randomly. You can shuffle, then have your opponent picks... or roll a die to decide... or make an innocent bystander (spectator) choose for you... whatever both parties agree upon.
An exception to this rule involves the X-Wing pilot Thane Kyrell. He specifically gets to look at all of his target's face down cards, choose one, then expose it.
concussion missiles are an ordnance with truly wonderful potential. they work like this:
during the engagement phase, when you engage with a ship at it's initiative and in player order, you declare that you want to use concussion missiles and select a target in arc within range 2-3 that is locked by you. you pay the cost by flipping one of the charge tokens that should be placed on the card. you then roll attack dice and can modify them in the usual manner, with target lock, predador, focus, calculate or what have you. the defender then rolls defence dice and can modify them in the usual manner, with focus, calculate, evade, reinforce etc. range bonus does not apply.
the results then cancel each other out. if there are any uncancelled (hit) or (crit) results left, the attack is determined to be a hit. this is when the effect kicks in. each ship at range 0-1 of the defender (this includes the defender itself, mind you!) exposes one of its damage cards. this means the ships owner takes the face down damage cards for the first ship and shuffles them, the other player then selects one of them and flips it up, the effect on the damage card is then resolved. you repeat this for every ship at range 0-1 of the defender. there is no ruling on in which order the ships expose their damage cards, but it shouldn't matter. the effect is mandatory for every ship at range 0-1 of the defender.
while you're doing this, you should pray to his majesty emperor palpatine or the lord almighty r-n-jesus that you've exposed something like a hull breach or a fuel leak on the defender.
the defender is then dealt the damage from the attack.
this little tidbit can be found on page 8 of the rules reference:
Nicely explained ?
If i hit with concussion a non-shielded ship with no damage. and the attack hits 1 hit, and the defender takes 1 fresh facedown damage card

My bad
No, because the step to check if an attack hits (<- apply effect of concussion missile) happens before the target suffers damage.
