What about deep state cartels like the Gray Wolves in Turkey? Who would they be in SW?

Black Sun seems more like a royally sanctioned Falleen cartel, ie a deep state actor not an organic gang. I bet they have a free pass on their homeworld. Also that's how they tried to establish themselves in EU as vassels of the Emperor.

Its tough to really make direct comparisons because in Star Wars the scale of most of these intergalactic organizations makes them in practical terms rogue governments in their own right. They control entire planets in some areas and in others they are a private entity operating on a planet controlled by another.

It also becomes tough to say what the exact difference is between a government and a private organization is. Is it some arbitrary amount of land and people who they rule over?

The closest real world comparison might be during the 18th and 19th centuries when there were large companies like the East India Company, the various Rubber companies, and the Railroad companies in the US which owned huge amounts of land which were sometimes not officially part of any government's territory(and sometimes larger than entire European countries), and even when the area was officially part of X country it was the company who made the law in that area.

The Zann Consortium is like the Swedish House Mafia, in that they're fairly recent, disappeared from existence for a while only to come back later, but it has yet to be revealed if they're the same as before or something re-imagined and different.
