Not at all. They fit perfectly based on the 24 event cards that come with each base-game scenario. And there’s enough room that a future expansion would have to go quite a bit above 24 (unlikely) before you’d have issues.
I would say Yes, because these cards get sufled a lot so wear and tear is inevitable in long run without sleeves.
not sure though if the card holder is big enough, but if it is not, I would still sleeve and forget the card holder...

No worries here. I have my cards sleeved, and it runs just fine.
Also, IMPORTANT: the deck holder fits into the game box, so, no worries of being forced to mount / dismount it. Be careful when assembling it, carbdoard's not uber-resistant.

But related: The Encounter cards get shuffled a lot, especially those for neighborhoods that are in every game. The Event cards get shuffled less frequently — only when you are playing the related scenario. These two types of cards get shuffled together, and you may potentially even shuffle in some Archive cards (that hardly get shuffled at all). This leads to different levels of wear and tear on each type of card, which (in theory) could give you a good guess on what card is coming up next in the draw pile.
