How can someone flying rebels use rhus with no token?

This isn't the only issue of "stuff one faction can use that's only in another faction's box"... Scum is the only place to get Maul, BT-1, and 0-0-0. Rebels has the Moldy Crow. Imperials are the only place to get Barrage Rockets. If you want certain tokens, you have to go back to your first edition supplies, or get very specific ships: the Firespray for some bomb tokens, and Lando's Falcon for the rigged cargo chute.

(Personally, I'd love a "Token Booster Pack" from FFG that has a dozen shields, at least one of each "deployable" item like devices and cargo, a few new and/or special squad id markers with matching locks, and the various obstacles that didn't get reprinted in the 2e core set)

i second that. a booster pack with all the obstacles, devices and rigged cargo, as well as extra shields and som nice looking ID and lock tokens would be an auto buy for me. it would be even nicer if they threw in some acrylic obstacles and devices. mine are starting to look a bit worn. i'd pay 30 dollars for that no problem.

The only ship outside Emperials that can use it are the K-Wing, and they are not the kind of upgrade that I would see on them...

For the other, yes, this may be thematic, but this is kind of weird that they are not available in every kit... Here goes the: "No need to cross faction buy the conversion kit"

It's a conversion kits, it converts the old rigged cargo chute so you need the token from first.

If you did not have rigged cargo then then you have nothing to convert. It's not a get everything you did not own in first edition kit.
